The Ghana Education Service (GES) is responsible for increasing inclusive and equitable access to and participation in education at all levels.
GES also ensures provision of life skills training and management of personal hygiene, family life, gender, health, HIV, etc as well as improve quality of teaching and learning, and improve management of education service delivery.
This has prompted GES to bring forth a performance contract for Basic Schools to ensure the effectiveness of teaching and learning.
Rationale of the Contract
This CONTRACT shall operate for a period of ONE YEAR between the Teacher and the Headteacher of School on one part, the SISO of Circuit on second part and the District Director of District on the third part, to ensure the achievement of outputs/deliverables in fulfilment of the objective of the Ghana Education Service.
Output of the Headteacher
The Headteacher shall be expected to deliver the Key Performance Indicators/Targets as listed below:
i. 62.0% of BECE candidates achieving pass in Science
ii. 56.6% of BECE candidates achieving pass in English
iii. 69.0% of BECE candidates achieving pass in Mathematics
iv. 69.0% of BECE candidates achieving pass in Social Studies
v. 50.0% of basic four learners achieving proficiency in Mathematics in NSAT
vi. 50.0% of basic four learners achieving proficiency in English in NSAT
vii. 3 lesson observations conducted per week and feedback provided
viii. 1 PLC meeting conducted per week
ix. 1 SPAM/SMC meeting organized to discuss improving learning outcomes
x. 90% teacher attendance rate
Output by SISO
The School Improvement Supporting Officer (SISO) shall be expected to monitor and ensure that the schools in their circuits are delivering the Key Performance Indicators /Targets by the Headteachers listed in the contract.
OBLIGATIONS – DISTRICT DIRECTOR
The District Director shall ensure:
i. Constant and timely flow of approved resources
ii. Competence of the Headteacher
General Obligations
5.1 Teacher
The Teacher accepts responsibility for the overall performance of the learners. Any constraints in achieving the outputs/deliverables of the learners should be made known to Headteacher on regular basis.
5.2 Headteacher
The Headteacher accepts responsibility for the overall performance of the school. Any constraints in achieving the outputs/deliverables of the school should be made known to SISOs on regular basis.
5.3 SISOs
The SISO accepts responsibility for the overall performance of the schools in their circuits. Any constraints in achieving the outputs/deliverables of the schools in their circuits should be made known to District Directors.
