The Controller and Accountant General’s Department (CAGD) will make new updates to the Third-Party Reference System (TPRS) and also entreats all Government workers to register and get their NIA Card (ECOWAS Card).

CAGD’s new TPRS
The Third-Party Reference System (TPRS) is a system that allows Third Party Institutions (TPIs) to directly deduct loan repayments, Insurance Premiums, welfare contributions and Credit Union deductions from salaries of Government of Ghana (GoG) employees at source. This update will combat fraudulent and impersonation issues, wrongful deductions from TPIs as well as affordability issues and credit worthiness of GoG employees when they apply for loans and other facilities.
The new feature of the TPRS are the generation of a Mandate Pin in addition to the One Time Passcode (OTP) for every mandate generated.
The Mandate Pin and the OTP will both be required when applying for Loans or any other transactions that will be effected on an employee’s pay slip.
In view of this upcoming changes which will take effect from November 1, 2021, employees are to make sure of the following;
- Employees who are yet to get their “bio pictures” uploaded unto the e-payslip platforms should contact the Heads of their Management Unit to update their e-payslip and make sure they are validated.
- Members who are yet to update their mobile phone numbers on the e-payslip platform should take steps to do so.

CAGD’s Collaboration with NIA
CAGD in an effort to deliver a secured and verified payroll services to GoG employees and pensioners is working together with National Identification Authority (CAGD) to have a harmonized database to facilitate biometric and unique identification of all workers on the government payroll.
CAGD has therefore warned that all employees must have register and have their NIA Card (Ghana Card or ECOWAS Card) because government employees who do not have this card by 1st December, 2021 will not be paid.
NB: Telephone Numbers and “Bio Pictures” are very important and critical to the entire process of loan applications, fund membership registration and increments in monthly contributions.
